# Hybrid Dual-Layer Consensus Model

PIJSChain adopts a hybrid dual-layer consensus model that separates block production efficiency from breadth of staking participation.

Layer 1: PoSA Block Production Layer

At the first layer, a designated set of block producers creates blocks in rotating order under a Proof-of-Staked-Authority model. This ensures second-level block intervals, efficient block production, and deterministic finality. Changes to the block producer set are executed through on-chain voting.

Layer 2: Staking Participation Layer

At the second layer, staking nodes participate in network consensus by providing BLS heartbeat proofs that demonstrate online status. These heartbeat proofs are propagated off-chain through the P2P network and aggregated on-chain by block producers. Online participation is recorded through an activity bitmap, allowing the protocol to scale staking participation without affecting block production efficiency.

This design fully decouples block production from the number of staking participants. As a result, the growth of staking participation does not degrade the performance of the block layer.
