# Phase IV — Governance Maturation & Decentralized Evolution

Primary Objective:\
Transition toward community-driven governance with enforceable safeguards.

In the mature phase of the network:

* governance mechanisms become increasingly decentralized,
* Hardware Operators and long-term participants play a greater role in protocol decisions,
* proposal and voting systems are formalized based on accumulated operational data,
* governance safeguards are strengthened to prevent capture or manipulation.

This phase represents the culmination of PIJSChain’s design philosophy: a decentralized system governed by participants who have demonstrated sustained commitment and contribution.
