# Infrastructure-Centric Decentralization

Decentralization is often measured by superficial metrics such as node count or token distribution. While these metrics are informative, they fail to capture the quality of participation. A network with many nodes but poor uptime, inconsistent performance, or concentrated control remains vulnerable.

PIJSChain defines decentralization in operational terms. A decentralized network is one in which:

* infrastructure responsibility is distributed across many independent Hardware Operators,
* no single participant can dominate reward flows through excessive stake,
* operational reliability is incentivized and measurable.<br>

To achieve this, PIJSChain enforces effective-stake limits at the Hardware Operator level. Capital beyond a defined threshold does not generate additional rewards, preventing concentration without restricting participation. This mechanism encourages the formation of multiple independent operators rather than the aggregation of control.

Decentralization, in this context, is not merely about numbers; it is about balanced responsibility and resilience.
